Is area code 989 a scam?
No. Area code 989 is a legitimate area code serving Saginaw since 2001. Scammers spoof caller ID to display 989 numbers, which is why complaints exist against a code that is itself genuine.
Neighbour spoofing is the reason a local-looking number is not a guarantee. A caller anywhere in the world can display a 989 number, and the number they display may belong to a real business in Saginaw that has nothing to do with the call.

Who works in the Saginaw area?
Area code 989 covers a broad sweep of central and northeastern Michigan, from the Tri-Cities of Saginaw, Bay City, and Midland up through the farm and forest counties toward the tip of the mitten. The economic anchors are an odd pair. Midland is the global headquarters of Dow, whose chemical complex remains the region's industrial heavyweight and supports an engineering and skilled-trades workforce well beyond the city. Saginaw carries the region's automotive legacy: the former GM steering operations, now Nexteer Automotive, still run one of the largest manufacturing employments in the area. Healthcare fills the rest of the payroll ledger, with Covenant HealthCare and MyMichigan Health serving as regional hubs, and agriculture, sugar beets and dry beans in particular, remains real money in the surrounding counties.
Who lives in the 989 region
Saginaw's own numbers are hard ones. The city had 43,536 residents in 2024, with a median household income of $38,579, a poverty rate of 34 percent, and a median property value of $60,000 (DataUSA). The population is majority-minority, with Black residents the largest group and a Hispanic community of 15.9 percent rooted in generations of Mexican-American families (DataUSA, 2024). The wealth in the 989 sits in Midland and the suburban townships, not the city core, and any business plan that treats the region as one market will misfire.
What a 989 number signals to a caller
A 989 number reads as mid-Michigan, distinctly not Detroit, and locals notice the difference. Callers describe the manner as plainspoken and patient, with loyalty going to businesses that show up in person and stay through the winters. The region runs on Eastern Time. For industrial sales into Dow's orbit or the auto suppliers, established vendor relationships dominate, and for consumer work, a local presence is generally expected in communities where an unknown number rarely gets a second ring.
Area code 989 serves Saginaw and surrounding communities in Michigan. It is in the Eastern Time zone.
